GTA 6 is making major changes to how NPCs and police react to players, with civilians capable of fighting back and law enforcement using descriptions, vehicles and even clothing to track Jason and Lucia.
Rockstar Games has always filled Grand Theft Auto with unpredictable NPCs, but GTA 6 looks set to take the simulation considerably further.
Following the game’s massive new showcase, additional details have emerged about how Rockstar is making Vice City and the surrounding world feel more believable. That doesn’t just mean prettier environments or denser streets – it also means the people inhabiting them will behave differently.
NPCs won’t necessarily run away the moment Jason or Lucia starts causing trouble, while the police system has been redesigned to make escaping the law more involved than simply hiding until a wanted level disappears.

GTA 6 NPCs Won’t Always Run Away From You
In previous Grand Theft Auto games, causing chaos generally resulted in civilians desperately trying to escape.
That won’t necessarily happen in GTA 6.
Speaking with IGN, Rockstar North’s Rob Nelson explained that the studio wanted to move away from making the player feel like the only truly dangerous person walking around the world.
“I think in previous GTA games you were a bit all-powerful. You were the only one with an invisible arsenal hidden away. Apart from the police, everyone would run in terror from you if you started acting out. This world in GTA 6 is not like that.”
NPCs can react differently depending on the situation.
Some may still panic or attempt to escape, while others could stand their ground, fight back or escalate an altercation themselves.
It’s a relatively small change on paper, but one that could have a huge impact on how unpredictable GTA 6’s open world feels.
Starting a confrontation with the wrong person might not end quite as easily as expected.

Police Can Build a Criminal Profile of Jason and Lucia
Rockstar is also making significant changes to the wanted system.
When players commit a crime and are spotted, witnesses can provide police with information that contributes to a Criminal Profile.
Law enforcement may receive details including your physical description, clothing and the vehicle you’re driving.
Police can apparently even know whether Jason and Lucia were seen committing crimes together or whether the suspect was operating alone.
That creates several new possibilities when trying to escape.
Rather than simply driving away and waiting somewhere outside the search area, players may need to change clothes, abandon a recognizable vehicle or separate Jason and Lucia to make identifying them more difficult.
It could make escaping law enforcement much more tactical than in previous GTA games.
GTA 6’s Streets Will Make Driving More Challenging
The increased realism extends to driving as well.
Nelson explained that GTA 6’s streets have been designed at a more believable scale, meaning some roads will be narrower than players might expect from previous games.
Combine that with the increased density of traffic, and navigating Vice City at high speed could become considerably more demanding.
“The streets in this game are narrower and more realistic in terms of scale. Which, in addition to all the density of the traffic on the roads, makes driving slightly more challenging and requires a bit of skill.”
That’s particularly interesting when combined with the redesigned police system.
Escaping a pursuit won’t just involve having the fastest car available. Players may need to navigate dense traffic, narrow streets and police searches while simultaneously preventing authorities from identifying their vehicle or appearance.
Rockstar Is Pushing GTA 6’s Open World Simulation Further
All of these systems point toward Rockstar’s wider goal of making GTA 6’s world react more naturally to the player’s actions.
NPCs can behave less predictably, witnesses can provide useful information to police, and law enforcement appears capable of conducting something closer to an actual investigation rather than simply spawning increasingly powerful units around the player.
It remains to be seen exactly how deep the Criminal Profile system goes, but it could fundamentally change one of Grand Theft Auto’s oldest gameplay loops.
Causing chaos will still be part of GTA – escaping the consequences might simply require a little more thought this time.
